We keep asking cities to be greener. We should let them

Every mayor I have interviewed this year had a plan to cut emissions. Almost none had the authority to carry it out.

Transport budgets are set elsewhere. Building standards are national. Even the bus lanes need permission.

If we want greener cities, the quickest route is not another target. It is handing cities the tools.
